  Bloomberg has received confidential Xbox documentation that details Microsoft's basic business strategy for the console. According to the documents, online Xbox software will not be released until 2002 so that the console may build its target user base of 18- to 30-year-old males. As reported earlier by GameSpot, Microsoft met with 500 developers from 200 companies on Monday attempting to stimulate Japanese interest in the Xbox. Despite Microsoft's announcement that 18 Japanese software titles would be available for the Japanese launch of the Xbox in the fall, Konami is the only Japanese game developer that has committed to producing specific titles for the Xbox. But even Konami has admitted that it will not dedicate a large amount of development resources to the console.

  "Games for Xbox don't figure much in our plans," stated Kazumi Kitaue, director of Konami Corp. Kitaue claimed that dedicating extensive resources to the Xbox is risky because of Microsoft's hesitance to relay its Xbox business strategy to developers. Bill Gates is expected to announce Microsoft's strategy this evening during his Tokyo Game Show keynote address.
