The developer issued a statement acknowledging that, since the release of Rock Band 4 in early October, finding solutions to the missing DLC tracks has proven difficult.
"We expected we’d be able to say it’s fixed a lot sooner than it has turned out to be," a representative for the studio, Eric Pope, wrote on the PlayStation Blog.
"While we’ve made progress on the North American (SCEA) side, we appreciate it may have been frustrating for players to see less movement on the SCEE side and this is due to slightly different technical processes across the stores."
Pope claimed the European team at PlayStation have produced a solution that will "resolve the lion’s share of marketplace issues in one bulk update." It's not yet clear, however, when this update will launch.
The missing Rock Band DLC in question is songs that have been available to buy in previous editions of the game. Pope said that porting these songs from PS3 to PS4 is a "significant" task.
As part of an apology, Pope concluded that "we’ve always valued our European fans, and will continue to do so by showing up at events like Gamescom, Eurogamer Expo and Paris Games Week, which Rock Band 4 has attended in 2015."
GameSpot's Rock Band 4 review itendified both positives and shortcomings. Critic Scott Butterworth wrote: "Rock Band 4 recaptures the unadulterated gratification that made the series such a hit half a decade ago, but mainly because it’s a relatively unchanged, repackaged Rock Band 2."
He continued: "A lack of content and general stagnation hold this particular iteration of Rock Band back, but new ideas like Freestyle Solos genuinely enhance the core experience, which remains a sincere and joyful celebration of music."
