Speak to Rapunzel, then use your hourglass tool to clear the nearby gray floating rocks. Talk to Rapunzel right after, at which point she'll ask you to seek out two more gray floating rocks containing Sun Core pieces--one at The Docks and the other in The Plains. These are in random spots in the biomes, so just keep removing the gray floating rocks until you get the other two Sun Core pieces, then create the Sun Core at a crafting bench.
Head back to where you met Rapunzel and use the Sun Core on the large door here. On the other side, speak to Rapunzel, then run forward and catch the Sun Core floating around the platform below. It can now be placed in the sundial on the same platform.
Rapunzel will now ask you to find Floating Sundial Gears, which are located throughout Eternity Isle. Some are stationary, but others will require you to chase them down--but it should be easy if you just glide towards them. When you have them all, go speak to Rapunzel again.
Interact with the sundial again to unlock a path across to a small island, then clear the gray floating rocks and talk to Rapunzel about what to do next. Afterward, you'll need to gain access to The Grove, which requires 4,000 Mist to unlock.
When you've unlocked The Grove, head into the area and meet Rapunzel by her tower. She'll ask you to find some vine seeds in The Plains. Head there and look for spots you can dig up with little bits of vines poking out. They're easy to spot, so it shouldn't take too long to round up three of them.
Go back to The Grove, speak to Rapunzel, and then remove the swirling sands around the base of the tower. Use the three vine seeds there afterward and interact with the tower to make them grow. Enter the tower.
Examine the chest inside the tower to spawn a sand version of Mother Gothel, then watch Rapunzel face her. When she's done, you can open the chest to receive Rapunzel's Paints, then give them to her to unlock her as a villager.
